You probably saw this one coming. The majority of people who were arrested for felonies in 2009 (and probably in the years to follow) were released from prison on time served. This is the second year of time served being a more common release type. The first year only applied to a subset of those who were charged with felony crimes.
The second year of the time served release, however, applies to anyone who has been convicted of a felony. In 2009, it was a felony to have sex with an underage girl, and in 2010 to have sex with an underage man. In 2011, it was a felony to have sex with a young child, and in 2012 to have sex with a young man. This year, it’s a felony to have sex with a teenager.
The last sentence is especially interesting because it applies to sex crimes. The two sentences together provide a great example of how the release time system works. If you’re a man who goes to jail for 2 years, your time served will be 2 years. If you’re a woman who goes to jail for 2 years, your time served will be 2 years. But if you’re a teenager who goes to jail for 2 years, your time served will be 12 months.
The idea of having sex with a younger person is a disturbing one because of how quickly it can happen. And it does happen very quickly. And we do know that there is a biological reason why a teenage age is the most likely time to get arrested in the U.S. So while this idea is certainly a bit disturbing, it does have a great basis in reality.

I have a feeling it’s not just the police that have a problem with this. For whatever reason, it seems that the police in that teaser trailer are all the more frustrated by the fact that it’s just a couple more, relatively minor, legal sentences away from being a complete waste of their time. The police have to spend a lot of time and manpower to go through the motions to put a person into jail, but in the meantime, they have to keep on going.
The police know the law. They just don’t get it. They want to enforce the law, but they just can’t seem to figure out how to do it. They are, however, extremely creative, and a good example of this is their recent stunt of putting a dead person in a coffin and holding up a cardboard sign that said “dead man walking,” to the media.
